Allows children under age 1 with family income above 200 percent of federal poverty level to participate in the Medikids program under specified conditions.

Requires eligible children in the Florida Kidcare program be offered the opportunity to become presumptively eligible and allows lawful immigrant children to enroll regardless of date of entry.

Permits children eligible for state-sponsored health benefits through family employment and children whose employer coverage costs exceed 5 percent of family income to enroll in the subsidized Kidcare program.

Removes exclusion of temporomandibular joint disease (TMJ) treatment from outpatient services coverage under benchmark benefits.

Extends Medicaid eligibility to 12 months for all children (previously only ages under 5) and expands pregnant women's Medicaid coverage for the duration of pregnancy and postpartum period; increases Florida Healthy Kids Corporation board from 11 to 12 members.
