• Transfers the Division of Pari-mutuel Wagering from the Department of Business and Professional Regulation to a newly created Department of Gaming Control, including all functions, records, personnel, property, and unexpended balances.

• Establishes the Department of Gaming Control with the Governor and Cabinet serving as the Gaming Commission and agency head, organized into five divisions: Licensing, Revenue and Audits, Investigation, Law Enforcement, and Prosecution.
