Repeals all statutes authorizing traffic infraction detector (camera) enforcement systems, including the Mark Wandall Traffic Safety Program for red light enforcement.

Eliminates the designation of traffic infraction enforcement officers by the Department of Highway Safety and Motor Vehicles, counties, and municipalities for camera-based enforcement.

Removes penalty distribution provisions specific to camera-enforced red light violations, consolidating penalties under standard traffic enforcement procedures.

Revises the driver license point system to assign 4 points to traffic control signal violations (previously had different point values or no points depending on enforcement method).

Takes effect July 1, 2011.
