Authorizes parking enforcement specialists and agencies, in addition to law enforcement officers, to validate compliance and issue affidavits for disabled parking permit violations, allowing citation dismissal upon proof of valid permit and $7.50 dismissal fee.

Requires in-person application for disabled parking permit renewal and replacement beginning October 1, 2011, with a $1.00 replacement fee for lost or stolen permits (waived if police report provided).

Prohibits persons convicted a second time of fraudulent or unlawful disabled parking permit use from applying for a new permit for 4 years.

Mandates the Department of Highway Safety and Motor Vehicles to audit disabled parking permit holders every 6 months, verify annually that holders are not deceased by consulting Department of Health death records, and invalidate permits of deceased permit holders.

Requires the department to establish a telephone hotline and online/mail reporting system for disabled parking permit abuse and conduct a public awareness campaign for at least 6 months beginning within 30 days of the July 1, 2011 effective date.
