Creates a corporate license plate program allowing the Department of Highway Safety and Motor Vehicles to enter agreements with business entities and advertising firms to display corporate logos on Florida license plates.

Vehicle owners of vehicles weighing 7,999 pounds or less registered for private use may apply for corporate plates by paying 50 percent of the current vehicle registration fee, with corporate sponsors paying a minimum $75 per approved application.

Corporate plate designs must include the word "Florida" at the top, be approved by both the department and corporate sponsor, and may be personalized subject to departmental approval.

Corporate sponsors must submit a minimum $5,000 initial application fee and demonstrate financial ability to pay $75 per vehicle owner for at least 5,000 vehicle owners to participate in the program.

Fees collected are distributed according to existing law, with excess revenues deposited into the Highway Safety Operating Trust Fund for general department operations.
