Extends carryforward period for Biomedical Research Trust Fund from 3 years to 5 years after the original appropriation.

Increases Biomedical Research Advisory Council membership from 11 to 12 members and establishes 4-year staggered terms with initial appointments of 2 years for certain positions.

Expands the William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program to include cancer clinical trials, researcher recruitment, start-up grants, and equipment expenditures, allowing up to one-third of annual allocation for these purposes.

Creates the Florida Comprehensive Cancer Control Act establishing the Florida Cancer Control and Resource Advisory Council housed at H. Lee Moffitt Cancer Center to develop cancer control plans, educational programs on breast and prostate cancer treatment alternatives, and oversee regional cancer control collaboratives.

Allows both biomedical research programs and the State Surgeon General to accept gifts for grant awards and authorizes Department of Health to establish the Cancer Control Collaborative Program infrastructure for state cancer initiatives.
