Defines "utility worker" as any person employed by an entity that owns, operates, or controls facilities for generation, transmission, distribution, or supply of electricity, natural gas, water, steam, sewage, telephone, or communications services.

Reclassifies assault or battery offenses committed against utility workers during the lawful performance of their duties in the same manner as offenses against law enforcement officers and firefighters.

Elevates assault on a utility worker from a misdemeanor of the second degree to a misdemeanor of the first degree.

Elevates battery on a utility worker from a misdemeanor of the first degree to a felony of the third degree.

Amends the Criminal Punishment Code offense severity ranking chart to incorporate utility workers into the existing assault and battery offense classifications.
