Exempts overwater piers, docks, and structures in deepwater ports from stormwater management system requirements if the port has a stormwater pollution prevention plan under the National Pollutant Discharge Elimination System Program.

Requires port conceptual permit applications to be approved or denied within 60 days of receipt, limits department requests for additional information to twice unless applicant waives the limitation, and places burden of proof on third parties challenging permit issuance.

Eliminates the requirement to publish notice of the department's intent to issue or deny a port conceptual permit.

Exempts specified seaports and inland navigation districts from permitting requirements for maintenance dredging that restores previously dredged areas to original specifications without significantly impacting natural areas, and allows spoil disposal at upland sites meeting specified engineering standards.

Adds Port Citrus to the statutory definition of "port" and includes it in provisions relating to deepwater port authority, the Florida Seaport Transportation and Economic Development Council, inland navigation districts, and maintenance dredging regulations.

Effective July 1, 2011.
