Amends law to require unclaimed utility deposits (held more than 1 year after service termination) be distributed annually: $500,000 to the Department of Environmental Protection's Ecosystem Management and Restoration Trust Fund for Silver Springs water quality improvements, and remaining balance to the Department of Community Affairs' Grants and Donations Trust Fund.

Department of Environmental Protection funds must be directed to remediation actions that reduce nitrate loads to Silver Springs, with coordination from Marion County in project selection.

Remaining unclaimed deposit funds supplement the Low-Income Home Energy Assistance Program through existing local provider agencies to help low-income households with heating and cooling costs.

Appropriates $500,000 to the Department of Environmental Protection and $3.5 million to the Department of Community Affairs for fiscal year 2011-2012 from their respective trust funds.

Takes effect July 1, 2011.
