Creates the Energy Affordability Trust Fund within the Department of Community Affairs, effective July 1, 2011.

Fund serves as a depository for unclaimed utility deposits held pursuant to Florida Statutes section 717.108 to supplement the Low Income Home Energy Assistance Program.

Trust fund scheduled for termination on July 1, 2015, unless terminated earlier.

Fund must be reviewed before termination in accordance with Florida Statutes section 215.3206(1) and (2).

Requires three-fifths vote of both legislative houses for enactment.
