Adds $250, $500, and $1,000 fines for first, second, and third or subsequent convictions respectively for driving with a canceled, suspended, or revoked license under s. 322.34(2), in addition to existing fines under s. 318.18(3)(a).

Distributes collected fines with 40% to municipality, 40% to county, and 20% to issuing law enforcement agency for violations within municipalities; 80% to county and 20% to agency for violations outside municipalities.

Requires immediate vehicle impoundment if the driver is the registered owner when cited for knowingly driving with suspended or revoked license, with impoundment surcharges of $250, $500, or $1,000 for first, second, or subsequent offenses credited toward civil penalties.

Simplifies vehicle impoundment procedures by requiring law enforcement to immediately impound upon citation (rather than arrest) if driver is registered owner, and modifies notification requirements and release conditions.

Adds provision allowing court to order vehicle release from impoundment if undue hardship exists for a family with no other private transportation available.

Effective July 1, 2011.
