Postpones compliance deadline for domestic wastewater facilities to meet advanced treatment requirements from December 31, 2018 to December 31, 2023, with an interim baseline established by December 31, 2020.

Extends the deadline for utilities to install functioning reuse systems from December 31, 2018 to December 31, 2025, requiring systems to provide a minimum of 60 percent reuse of facility baseline flow.

Allows utilities that shared a common ocean outfall on July 1, 2008 to enter into binding agreements to share or transfer responsibility for meeting reuse requirements, though each utility remains individually responsible.

Permits backup ocean outfall discharges after December 31, 2025 only during reduced reclaimed water demand or peak flows from other wastewater systems, with peak flow discharges limited to 5 percent of baseline flow measured as a 5-year rolling average.

Requires permit holders to submit detailed reuse plans by October 1, 2014 (changed from July 1, 2013) and updated plans by July 1, 2018 (changed from July 1, 2016), evaluating technical, environmental, and economic feasibility of reuse options.
