Establishes the "Florida's One-Stop Business Connect Act" to streamline the issuance of business licenses, certifications, and registrations across state agencies.

Creates a One-Stop Business Connect Workgroup led by the Secretary of Business and Professional Regulation, including representatives from six state agencies (AHCA, DBPR, DCF, Department of Health, Department of State, and Department of Revenue).

Requires the workgroup to compile an inventory of all business licensing requirements, analyze existing processes for inefficiencies, and recommend standardization and automation where appropriate.

Mandates the workgroup submit a comprehensive plan by December 15, 2011, to establish a business licensing portal accessible through MyFlorida.com that provides easy access to state and local business requirements.

Establishes legislative intent for the online business licensing portal to be available by July 1, 2013, with provisions for local governments to integrate their business requirements into the state portal.
