Proposes constitutional amendment to create an elected five-member Public Service Commission within the executive branch, replacing the current appointed system.

Prohibits PSC candidates from accepting campaign contributions from employees, lobbyists, officers, directors, or agents of regulated utilities and companies.

Restricts contributions from affiliates and subsidiaries of regulated utilities, business competitors of regulated entities, and entities funded by regulated utilities.

Prohibits contributions from attorneys and law firms that represented parties in PSC proceedings within two years before the contribution, and from trade associations that were parties to PSC proceedings within two years.

Takes effect January 8, 2013, but governs primary election qualifying and contests in 2012; requires voter approval at general election.
