Expands public records exemptions to include investigative reports and related materials prepared by an inspector general of a local government, in addition to existing audit report exemptions.

Exempts investigative reports, workpapers, notes, and information received or derived from inspector general investigations from public disclosure until the investigation is complete and no longer active.

Defines an investigation as "active" if it is continuing with reasonable, good faith anticipation of resolution and with reasonable dispatch.

Makes the inspector general investigative records exemption subject to the Open Government Sunset Review Act, requiring legislative reenactment by October 2, 2016 or the provision automatically repeals.

Takes effect October 1, 2011.
