Prohibits state agencies, counties, municipalities, and local governmental entities from deducting employee wages for political activity, including contributions to candidates, political parties, political committees, and certain tax-exempt organizations.

Requires labor organizations to obtain express written authorization from employees each fiscal year before collecting dues, assessments, fines, or penalties for political purposes, accompanied by a detailed account of the organization's political contributions and expenditures from the preceding 24 months.

Allows employees to revoke authorization for political contributions at any time and receive a pro rata reduction of dues for the remainder of the fiscal year.

Prohibits labor organizations from requiring authorization for political contributions as a condition of membership.

Takes effect July 1, 2011, and applies to all collective bargaining agreements entered into on or after that date.
