Amends the definition of "mental illness" in Florida Statute 916.106 to include traumatic brain injury as a recognized form of mental illness for defendants.

Adds a new definition of "traumatic brain injury" as an acquired brain injury caused by sudden trauma that results in severe changes to emotional, behavioral, and cognitive functions.

Maintains existing exclusions from the mental illness definition for defendants with only mental retardation, autism, intoxication, or conditions manifested only by antisocial behavior or substance abuse.

Takes effect July 1, 2011.
