Expands early voting locations to include city halls, public libraries, courthouses, places of worship, civic centers, convention centers, community centers, county government centers, conference centers, community college facilities, universities, colleges, fairgrounds, and any other supervisor-designated locations meeting state requirements.

Eliminates the requirement that early voting sites be permanent facilities designated and used as such for at least 1 year prior to an election.

Establishes minimum early voting sites per county based on the greater of: the number of sites used in the 2008 general election, or one site plus one additional site for every complete set of 65,000 registered voters as of July 1 of each general election year.

Increases early voting hours from 8 to 12 hours per weekday and from 8 to 12 hours in the aggregate each weekend at each site, with sites opening no sooner than 7 a.m. and closing no later than 7 p.m.

Takes effect July 1, 2011.
