Prohibits counties from enforcing ordinances that restrict bona fide farm operations on agricultural land if the activity is regulated through state or federal best management practices, with limited exceptions for wellfield protection and Everglades compliance.

Exempts bona fide farm operations on agricultural land from county stormwater management assessments and fees, unless the county adopted such ordinance before March 1, 2009, in which case credits must be provided for best management practices implementation.

Creates the "Agricultural Land Acknowledgement Act" requiring applicants for development permits on nonagricultural land contiguous to sustainable agricultural land to sign and record an acknowledgement of the adjacent farm operation.

Expands business tax receipt exemptions to allow non-natural persons selling farm products to qualify for exemption, and reclassifies tropical foliage as exempt from agricultural product dealer regulations.

Exempts nonresidential farm buildings and farm fences from Florida Building Code and county/municipal codes and fees (except floodplain regulations), modifies farm tractor definitions, and allows open burning of polyethylene mulch, wood pallets, and packing materials used in crop operations.
