Creates section 381.04016 in Florida Statutes establishing the Office of Minority Health within the Department of Health to address racial and ethnic health disparities in the state.

Requires the Office of Minority Health to develop a statewide minority health plan, administer disparities-reduction funds, organize an interagency Committee for Minority Health, and submit an annual report to the Governor and Legislature by January 15.

Assigns specific duties to the Office including assessing minority health status, working with medical schools on cultural competency training, promoting research and clinical practice guidelines specific to minority populations, and establishing a web-based clearinghouse on minority health resources.

Mandates that the Department of Health, Agency for Health Care Administration, Department of Elderly Affairs, Department of Corrections, and Department of Juvenile Justice consider minority health issues in annual planning and research proposals.

Requires boards and advisory bodies of health and elderly affairs agencies to seek equal representation of minority men and women who are knowledgeable about minority diversity issues.
