Modifies basin board membership to include district governing board members as voting members counted for quorum purposes, with one member serving as chair or rotating as co-chair.

Specifies that district governing board members serving on basin boards shall serve terms commensurate with their governing board terms, while other basin board members serve 3-year terms appointed by the Governor and confirmed by the Senate.

Allows a quorum of remaining members to conduct basin board business if a vacancy occurs on the board.

Revises Manasota Basin Board membership effective July 1, 2011 to consist of two members from Manatee County, two from Sarasota County, and any district governing board members designated by the district governing board chair.

Authorizes water management districts to use Water Protection and Sustainability Program Trust Fund moneys for regional water supply planning and water resource development projects, and permits local governments to adopt ordinances implementing landscape irrigation restrictions set forth in district rules or orders.
