Authorizes governmental units that regulate taxi operations to create a private property right in taxi licenses through ordinances, rules, regulations, or other acts.

Allows owners of taxi operations to pledge, sell, assign, sublease, or otherwise transfer their licenses to another person, subject to governmental unit approval before transfer.

Permits licenses to be transferred by intestate succession or devise without requiring prior approval from the governmental unit.

Defines "license" to include certificates, permits, medallions, or other evidence authorizing taxi operation within a governmental unit's geographic boundaries.

Defines "governmental unit" as counties, municipalities, special districts, commissions, or other units of state or local government.

Takes effect July 1, 2011.
