Allows entities created by special act, local ordinance, or interlocal agreement of counties or municipalities to qualify for reduced or waived permit processing fees under existing fiscal hardship criteria.

Requires the Department of Environmental Protection to adopt a general permit for stormwater management systems serving airside activities at airports by July 1, 2011, applicable statewide and administered by water management districts or delegated local governments.

Authorizes municipalities and counties with community redevelopment areas to adopt stormwater adaptive management plans and obtain 20-year conceptual permits for urban redevelopment projects that maintain existing stormwater discharge rates and volumes or demonstrate water quality improvements.

Allows urban redevelopment projects meeting conceptual permit criteria to qualify for a noticed general permit authorizing construction and operation for the permit duration without requiring additional individual permitting.

Takes effect July 1, 2011.
