Allows water and wastewater utilities to recover capital costs for nonrevenue-producing system improvement projects through a surcharge, limited to 8 percent of total utility revenues excluding surcharge revenues.

Requires utilities to submit surcharge tariffs to the Florida Public Service Commission for approval, provide customer notice by mail and newspaper, and file sworn affirmations certifying accuracy of calculations under penalty of felony charges.

Mandates surcharges appear as separate line items on bills, be revalued quarterly, undergo annual reconciliation within 30 days, and be reset to zero when costs are incorporated into base rates.

Establishes eligible projects as nonrevenue-producing improvements for water quality, fire protection, and system viability, including main replacement, meter installation, hydrant replacement, and wastewater collection projects.

Exempts certain water and wastewater utility customers in municipalities incorporated after 2002 with populations exceeding 80,000 in counties with populations over 1.5 million from the rate-setting methodology in section 180.191(1).
