Amends Florida law to allow residents to purchase, trade, or transfer rifles and shotguns from licensed dealers in other states without complying with Florida's firearm transaction regulations.

Reorganizes subsection (1) of section 790.065 by renumbering existing requirements (a-d) as numbered items (1-4) without changing their substance.

Maintains exemption from background check requirements for concealed weapons license holders and certified law enforcement, correctional, and correctional probation officers.

Repeals section 790.28, which previously regulated the purchase of rifles and shotguns in contiguous states by Florida residents.

Takes effect upon becoming law.
