Extends sovereign immunity protections to health care providers and vendors serving clients with disabilities, mental illness, or related conditions when at least 75% of their client population falls into these categories and they act under state or Medicaid provider agreements.

Requires health care providers claiming sovereign immunity status to indemnify the state or its subdivisions for liabilities up to the limits established in sovereign immunity law.

Clarifies that providers designated as state agents under this provision are not considered state employees for purposes of workers' compensation coverage under Chapter 440.

Updates cross-references throughout Florida Statutes (sections 29.0081, 163.01, 324.022, 456.048, 458.320, 459.0085, 616.242, 624.461, 624.462, and 627.733) to reflect the renumbering of sovereign immunity subsections from (12)-(20) to (13)-(21).

Effective date is July 1, 2011.
