Exempts persons from boating safety identification card requirement if they are operating a vessel within 90 days after completing boater education course requirements and possess photographic identification and boater education certificate as proof.

Requires boater education certificates to include student's first and last name, date of birth, and date the course examination was passed.

Requires liveries to accept either a valid boater safety identification card or proof of the temporary exemption provided for newly certified boaters when leasing, hiring, or renting vessels with motors of 10 horsepower or greater.

Renames existing exemption subsection from (f) to (g) for commission-exempted persons.

Takes effect July 1, 2011.
