Removes the requirement that nonprofit organizations be "civic" organizations to qualify for temporary alcoholic beverage sales permits, allowing any nonprofit organization to apply.

Expands permitted sales to include beverages for consumption either on or off the premises, removing the previous restriction to on-premises consumption only.

Maintains the $25 permit fee, 3-day maximum permit period, requirement for local building and zoning permits, and limitation of three permits per calendar year per organization.

Requires all net profits from alcoholic beverage sales to be retained by the nonprofit organization and allows licensed organizations to purchase beverages from licensed distributors or vendors.

Takes effect July 1, 2011.
