Amends Florida's school grading system to include fine arts course participation rates as a factor in designating school grades, effective July 1, 2011.

For elementary and middle schools (kindergarten through grade 8), adds the participation rate of eligible students enrolled in fine arts courses (visual arts, music, dance, and theatre) to the grading criteria.

For high schools (grades 9-12), adds fine arts course participation rates as one of multiple factors used in school grade designation alongside graduation rates, Advanced Placement performance, and postsecondary readiness measures.

Requires that student assessment data and participation rates be aggregated and reported, with participation data for fine arts courses included in school grade calculations beginning in the 2011-2012 school year.
