Requires the Office of Program Policy Analysis and Government Accountability (OPPAGA) to conduct a study determining the minimum per-student funding needed to meet Florida's constitutional requirement for adequate, uniform, efficient, safe, secure, and high quality free public schools.

Specifies that the minimum funding amount shall be calculated as a statewide average for kindergarten through grade 12 basic education programs.

Mandates OPPAGA submit its findings and determination to the President of the Senate and Speaker of the House of Representatives by December 1, 2011.

Takes effect July 1, 2011.
