Creates s. 332.16, F.S. to establish public records exemptions for proprietary confidential business information and trade secrets held by public airports.

Exempts from public disclosure proprietary confidential business information including business plans, financial information, client lists, internal audit reports, and patentable material held by public airports until the information becomes publicly available or is no longer treated as confidential by the proprietor.

Exempts trade secrets held by public airports from public records requirements as defined in s. 688.002, F.S.

Exempts proposals and counterproposals exchanged between public airports and nongovernmental entities regarding the sale, use, development, or lease of airport facilities from public records requirements until approved by the airport's governing body or 90 days after negotiations cease.

Subjects the exemptions to the Open Government Sunset Review Act and repeals the exemptions on October 2, 2016, unless reenacted by the Legislature; effective July 1, 2011.
