Create "Communication of Judicial Opinions Act" to facilitate communication among Florida's three branches of government regarding statutory interpretation and constitutionality.

Require the Florida Supreme Court clerk to transmit certain judicial opinions to the Governor, President of the Senate, and Speaker of the House within 30 days of publication.

Require district courts of appeal clerks to transmit certain judicial opinions to the Governor, President of the Senate, and Speaker of the House within 30 days of publication.

Apply transmission requirements to opinions that declare a statute, regulation, or governmental practice unconstitutional; recommend statutory or regulatory changes; or find that a statute's meaning is unclear.

Effective date: July 1, 2011.
