Reduces the notice period for property owners filing claims under the Bert J. Harris, Jr., Private Property Rights Protection Act from 180 days to 120 days before filing action in circuit court.

Specifies that a development moratorium lasting longer than 1 year may constitute an "inordinate burden" on property rights.

Changes terminology from "ripeness decision" to "statement of allowable uses" and deems failure to issue such a statement within the notice period as a denial, allowing property owners to file judicial action.

Clarifies that enacting or adopting a law or regulation does not constitute application of that law to a property for purposes of the statute's 1-year claim period.

Limits application of amendments to claims filed after July 1, 2011, with no retroactive effect to pending claims.
