Converts a 2-year pilot program in Bradford, Duval, and Nassau counties into statewide implementation allowing middle and high school students from non-FHSAA member private schools to participate in athletics at public schools in their residential zone

Requires private school students to meet the same eligibility standards, acceptance criteria, behavior, educational progress, and performance requirements as public school athletes

Limits program participation to students enrolled in non-FHSAA member private schools with 125 students or fewer

Requires athletic directors of participating public schools to maintain student records and mandates non-FHSAA member private schools provide all student records to the FHSAA upon request

Eliminates reporting requirements and the June 30, 2010 repeal date that existed under the original pilot program
