CS for SB 1010 - Neighborhood Improvement Districts

• Renames the "Safe Neighborhoods Act" to the "Neighborhoods Improvement Act" and removes crime-prevention focused language, shifting emphasis to general neighborhood improvement and public infrastructure.

• Authorizes local governments to create neighborhood improvement districts through standard ordinances (rather than planning ordinances) with ability to borrow money, issue bonds, levy ad valorem taxes up to 2 mills, and collect special assessments, all subject to freeholder referendum approval.

• Modifies district governance by removing alternative board structures and consolidating under designated bodies (local governing body, property owners' association officers, or appointed directors for special districts).

• Eliminates definitions and provisions related to crime prevention through environmental design, defensible space, environmental security, enterprise zones, and community policing innovations.

• Repeals multiple sections including the Safe Neighborhoods Program (s. 163.517), safe neighborhood districts program (s. 163.523), and related provisions, while simplifying neighborhood improvement plan requirements to focus on infrastructure and land use rather than crime reduction.
