Re-creates the Indigent Civil Defense Trust Fund within the Justice Administrative Commission (FLAIR number 21-2-976) which was scheduled for termination under the State Constitution on July 1, 2012.

Repeals section 27.5111(2), Florida Statutes, which contained provisions for terminating the trust fund.

Extends the life of the trust fund based on legislative findings that it continues to serve an important public purpose and that existing public policy provides adequate parameters for its use.

Takes effect July 1, 2011.
