Requires all infants born in Florida hospitals to receive an eye examination using an ophthalmoscope and pupil dilation before hospital discharge to detect congenital and ocular abnormalities.

Exempts the eye examination requirement from penalties under section 383.07, Florida Statutes.

Allows parents to file a written objection to the eye examination requirement, changing the previous religious beliefs exemption language.

Mandates that health insurance policies and health maintenance organization contracts provide coverage for eye examinations at birth using ophthalmoscope and dilation for children from birth to age 16 years.

Takes effect July 1, 2011.
