Creates s. 695.28, F.S. to establish that electronic documents submitted to the clerk of court or county recorder and accepted for recordation are validly recorded and provide notice to all persons.

Applies validity to documents received and accepted before the Department of State adopted standards implementing s. 695.27, as well as documents with defects or deviations from statutory, rule, or procedural requirements for electronic submission.

Does not alter the clerk or recorder's ongoing duty to comply with s. 695.27 or rules adopted under that section.

Applies prospectively and retroactively as clarification of existing law.

Takes effect upon becoming law.
