Prohibits the Department of Environmental Protection, water management districts, and local governmental entities from implementing or enforcing the EPA's federal rules for numeric nutrient water quality criteria that were finalized on December 6, 2010.

Allows water management districts and governmental entities to continue applying for pollution discharge permits, complying with permit conditions, and implementing best management practices and pollution abatement measures for water quality improvement.

Authorizes the Department of Environmental Protection to adopt site-specific numeric nutrient water quality criteria for particular surface waters if necessary to protect aquatic life, based on objective and credible scientific data establishing a cause-and-effect relationship between nutrient levels and biological responses.

Recognizes numeric nutrient total maximum daily loads and associated numeric interpretations of narrative nutrient criteria approved by the EPA as of December 6, 2010, as site-specific water quality criteria, unless the EPA disapproves or conditions its approval without legislative ratification.

Takes effect July 1, 2011.
