Establishes the "Florida Unborn Victims of Violence Act" and redefines "unborn child" as a member of the species homo sapiens at any stage of development carried in the womb, replacing the previous "viable fetus" standard.

Amends vehicular homicide law (s. 782.071) to include killing of an unborn child by injury to the mother, with penalties ranging from second-degree felony to first-degree felony if the driver fails to provide aid.

Removes the requirement that offenders under s. 782.09 (killing of unborn child by injury to mother) had knowledge the victim was pregnant or intended to harm the unborn child.

Extends DUI manslaughter penalties to include deaths of unborn children caused by impaired driving, with mandatory minimum 4-year sentence.

Updates terminology throughout Florida Statutes (ss. 316.193, 435.04, 921.0022) replacing "viable fetus" and "quick child" with "unborn child" to conform with the new definition.
