Amends the definition of "legislative body" under Florida's public employee collective bargaining law to include sheriffs, tax collectors, property appraisers, supervisors of elections, and clerks of the circuit court as the legislative body for their respective employees.

Designates these five constitutional officers as sovereign entities for purposes of resolving bargaining impasses under section 447.403, Florida Statutes.

Provides an exception allowing county charters that were approved by voter referendum to abolish these offices and transfer their duties to other elected or appointed charter officers, provided the charter is consistent with general law and special laws approved by voters.

Effective July 1, 2011.
