Substitutes the term "intellectual disability" for "mental retardation" throughout Florida Statutes, effective July 1, 2011.

Replaces references to the "Association for Retarded Citizens" with "Arc of Florida" in statutes relating to children's proceedings, motor vehicle exemptions, and other contexts.

Clarifies that "intellectual disability" and "intellectually disabled" have the same legal meaning as the former terms "mental retardation" and "mentally retarded" for purposes of criminal law, court rules, and death penalty proceedings.

Updates statutory language in chapters relating to developmental disabilities, criminal competency, juvenile delinquency, insurance coverage, and corrections to use person-first language (e.g., "person who has an intellectual disability" instead of "person with mental retardation").

Establishes that the legislative intent is to update terminology without expanding or contracting the scope or application of any statutory provision.
