Designates March 25, 2013, as a legal holiday and official observance date for the 40th anniversary of the end of U.S. involvement in the Vietnam War (moved from March 29, 2013, which falls on Good Friday).

Establishes "Vietnam Veterans' Day" to be proclaimed annually by the Governor on March 29, beginning in 2014, to honor veterans who served during the Vietnam Era.

Requires the Department of Veterans' Affairs to promote and support community events, parades, and ceremonies commemorating the 40th anniversary and subsequent Vietnam Veterans' Day observances.

Creates a Vietnam Veterans specialty license plate with an annual use fee of $25, with revenues deposited into the Department of Veterans' Affairs Operations and Maintenance Trust Fund for grants and promotion of Vietnam Veterans' Day activities.

Establishes a special volunteer advisory board composed of Vietnam veterans to review and make recommendations regarding commemorative activities and expenditures of private funds supporting these observances.
