Authorizes county commissioners to negotiate leases of real property (other than airports or seaports) for terms not exceeding 5 years without the competitive bidding process normally required for property leases.

Allows county commissioners to negotiate leases of airport or seaport facilities and to modify or extend existing leases for additional terms up to 25 years (for properties with appraised values exceeding $20 million) without undertaking standard bidding procedures.

Permits transfers of right-of-way between local governments to be completed by deed in addition to the existing right-of-way map recording method in county public land records.

Maintains publication requirements for sales of real property, requiring notice to be published once weekly for at least 2 weeks in a newspaper of general circulation in the county.

Effective date: July 1, 2011.
