Authorizes the Department of State to waive library administrative head qualification requirements for up to 4 years for library administrative units located in rural areas of critical economic concern.

Waiver applies to requirements that an administrative head must have a library education degree accredited by the American Library Association and 2 years of full-time professional public library experience.

Waiver available only when a library administrative unit in a designated rural area of critical economic concern is unable to employ an administrative head meeting the standard qualifications.

Effective July 1, 2011.
