• Creates a Division of Motorist Services within the Department of Highway Safety and Motor Vehicles while eliminating the separate Division of Driver Licenses and Division of Motor Vehicles.

• Establishes the "Highway Safety Act" effective October 1, 2011, which defines aggressive careless driving as committing three or more specified traffic violations simultaneously or in succession, with enhanced penalties including a $100 fine for first offense and $250-$500 fine for subsequent offenses.
