Requires students who earn a high school equivalency diploma to be included in high school graduation rates for school grading purposes beginning with the 2011-2012 school year.

Specifies that at least 75 percent of students who earn a high school equivalency diploma must be counted in the calculation of high school graduation rates used to determine school grades.

Establishes that high school equivalency diplomas have equal status with other high school diplomas for all state purposes, including admission to state universities and community colleges.

Takes effect July 1, 2011.
