Establishes that athletic trainers in Florida must be certified by the Board of Certification of the National Athletic Trainers' Association for licensure and board membership.

Requires athletic training curriculum to be recognized by the Board of Certification or its successor agency for applicants graduating after 2004.

Mandates that school districts employ or contract with certified athletic trainers at each high school that participates in sports, establishing this as a legislative goal.

Creates a rebuttable presumption that a school district is not negligent in employing an athletic trainer if the district made a good faith effort to comply with certification requirements in employment decisions.

Revises continuing education requirements for athletic trainers to include current cardiovascular pulmonary resuscitation certification with an automated external defibrillator and Board of Certification recertification.
