Replaces "transient residence" terminology with "homelessness status" throughout Florida sexual offender and predator registration laws, defining homelessness as a temporary condition of people without adequate housing including specific sleeping locations or shelter-seeking places.

Requires homeless sexual offenders and predators to register monthly in person with the sheriff's office to report their current sleeping location or shelter location, in addition to standard registration requirements.

Makes failure to update homeless registration on a monthly basis a violation of registration requirements, and establishes that falsely claiming homelessness while actually having a residence constitutes a violation.

Conforms the loitering statute to clarify that offenders commit the crime if within 300 feet of a place where children "congregate" rather than "were congregating."

Applies these changes to registration requirements for sexual offenders, sexual predators, and juvenile sexual offenders under supervision by the Department of Corrections and Department of Juvenile Justice, effective July 1, 2011.
