Converts the Economic Gardening Business Loan Program and Economic Gardening Technical Assistance Program from temporary pilot programs to permanent programs by removing sunset clauses and repeal dates.

Eliminates the June 30, 2011 deadline for awarding new loans and allows loan administrators to retain collected interest and principal payments to issue additional loans instead of remitting funds to the General Revenue Fund.

Modifies loan agreement terms to provide flexibility in meeting projected job creation numbers for delays caused by governmental regulatory issues, permitting, and other documented justifiable causes.

Changes the servicing fee calculation from "0.625 percent per annum" to "0.625 percent" of the loan's outstanding principal balance, payable monthly.

Shifts reporting requirements to begin January 1, 2012 instead of January 1, 2009, and applies amendments retroactively to loans awarded before the act's effective date of July 1, 2011.
